Stipendium Hungaricum is designed to remove the main financial barriers to studying abroad, not just to discount them. The benefit package, as described by the programme, includes the following elements.

Tuition-free education. Scholarship holders receive a full waiver of tuition fees for the normal duration of the chosen study programme. You are admitted as a state-funded student rather than a self-financing one.

A monthly stipend. The 2026/2027 bachelor’s, master’s, one-tier master’s, and non-degree call sets the monthly contribution at HUF 43,700 for 12 months a year until completion of studies. The doctoral call sets HUF 140,000 per month for the first four-semester phase and HUF 180,000 per month for the second four-semester phase. These are the amounts in the closed 2026/2027 calls, not a promise about a later round.

Accommodation support. Scholarship holders are offered a free dormitory place, subject to institutional capacity, or a HUF 40,000 monthly contribution to accommodation costs. The call warns that this is only a contribution and may not cover rent in larger cities, especially Budapest. The university handles the practical arrangement.

Medical insurance. The package includes health care under the relevant Hungarian legislation and supplementary medical insurance up to HUF 65,000 per person per year. The official call describes the scholarship provisions as contributions to living costs, so applicants should budget for expenses that remain uncovered.

Two honest points are worth stating. First, the stipend is a living allowance rather than a generous salary, and Budapest and other Hungarian cities have real living costs, so many students budget carefully or supplement it. Second, Stipendium Hungaricum does not routinely pay international airfare, unlike some other government scholarships. Plan for travel and initial settling-in costs yourself.

This scholarship is a strong match if you are an internationally minded student from a partner country who wants a full degree, or a research doctorate, at a European public university without paying international tuition. It suits several groups in particular.

School-leavers and undergraduates who want a full bachelor’s degree taught in English or Hungarian. Graduates aiming at a master’s or a one-tier master’s in fields such as engineering, medicine, business, agriculture, natural sciences, humanities, or the arts. Researchers seeking a funded doctoral place with a Hungarian supervisor. And students who need a preparatory or non-degree year, for example to build Hungarian language skills before a full programme.

It fits less well if your country has no cooperation agreement with Hungary, because eligibility is built on that agreement. It also fits less well if you are unwilling to work through your own country’s nominating authority, since that step is mandatory and cannot be skipped.

Eligibility Requirements

Eligibility for the 2026/2027 round rested on a bilateral-partnership and nomination system. The call’s partner lists differed by scholarship type, study mode, and field, so a general claim that every nationality could apply would be wrong. The main requirements were as follows.

Citizenship through an eligible Sending Partner. You had to be a citizen of a country or territory listed in the relevant 2026/2027 call, and the selected scholarship type and field had to be covered by the effective educational cooperation arrangement. The bachelor’s/master’s call listed about 30 Hungarian higher education institutions and about 900 foreign-language programmes; the doctoral call listed 23 institutions and about 170 programmes. Nomination by your Sending Partner. Applying online was not enough. The responsible authority of the Sending Partner, often a ministry or scholarship agency, had to review and nominate the applicant. The official call states that applications were considered only if nominated, and that the partner could impose its own procedure and earlier deadline. Academic, age, and status requirements. You had to meet the selected Host Institution’s entry requirements. For the bachelor’s, master’s, one-tier master’s, and non-degree call, applicants born after 31 August 2008 were ineligible except for Dance applicants. Hungarian citizens, including dual citizens, as well as stateless persons, refugees, protected individuals, asylum-seekers, and several other protected or long-term-residence categories were excluded. Previous Stipendium Hungaricum holders also faced cycle- and level-specific restrictions.

Language and programme choice. Programmes were offered mainly in English, with options in Hungarian and some other languages. Applicants had to meet the minimum language criteria set by the chosen Host Institution. Self-financed students already studying in Hungary had extra conditions, including a host-university recommendation and the performance requirements described in the call. The exact academic documents depended on whether the applicant was seeking bachelor’s, master’s, one-tier master’s, non-degree, specialist-training, partial, or doctoral study.

The Two-Step Application Process

The 2026/2027 process had two linked tracks that both had to be completed. Missing either one could make an otherwise strong application ineligible.

Step one: choose the correct call and programmes. Applicants first had to read the official bachelor’s/master’s/non-degree call or the separate doctoral call, then check their Sending Partner’s eligible fields. Up to two programmes could be selected in preference order. Doctoral applicants also had to check whether their proposed Doctoral School required a supervisor’s acceptance statement.

Step two: submit online to Tempus Public Foundation. Applicants registered at https://apply.stipendiumhungaricum.hu, completed the form in English, uploaded the required files and translations, accepted the Statement for Application and Privacy Notice, and clicked submit. A saved form was not enough. The complete online application deadline was 15 January 2026 at 2 p.m. Central European Time, and no late online applications were accepted.

Step three: apply to the Sending Partner. Applicants also submitted the application to the responsible national or regional authority, following its separate document rules and internal deadline. The Sending Partner pre-selected candidates and forwarded a nomination and reserve list to Tempus Public Foundation by the end of February 2026. Only nominated applications continued.

Step four: institutional selection. Tempus Public Foundation performed a technical check, then forwarded eligible nominated applications to the selected Host Institutions. Host Institutions checked entry requirements and arranged entrance examinations where required. Applicants could be assessed for up to two selected programmes. Final allocation considered the cooperation agreement, available places, programme preference, nomination ranking, and institutional examination results.

Timeline and Deadline

The official deadline for the closed 2026/2027 cycle was 15 January 2026 at 2 p.m. Central European Time. It applies to the complete online application submitted to Tempus Public Foundation; the Sending Partner could set an earlier local deadline. The same date appeared in both the bachelor’s/master’s call and the doctoral call.

The official timeline then placed the technical check and nomination process in the second half of January and February 2026. Self-financed applicants who needed a recommendation letter had a 15 March 2026 deadline. Doctoral applicants who needed a supervisor statement could submit that statement until 15 March 2026 under the doctoral call. Institutional admission took place from the middle of March through the end of May 2026, with the exact examination arrangements set by the Host Institutions.

The calls placed selection notifications around the end of June or middle of July 2026. Successful applicants were expected to accept the scholarship in the online system by 1 August 2026, and the calls allowed certain missing documents to be supplied by that date. The bachelor’s/master’s call also listed arrival in Hungary by 30 September 2026. These milestones belong to the closed 2026/2027 cycle.

No 2027/2028 opening date or deadline is recorded here because the official application page has not published that call. The next announcement must be checked directly on the official programme website and against the relevant Sending Partner. A previous mid-November-to-mid-January pattern is not a confirmed date.

Required Materials

The exact document list depended on the study level, selected programmes, Host Institution, and Sending Partner. For the closed 2026/2027 cycle, the core online file generally included the following:

• A completed online application form, including the ordered programme choices and a recent photograph.
• A motivation letter of at least one page in the language of the selected programme or in Hungarian.
• Proof of language proficiency and translation where required by the Host Institution.
• School certificates, degree certificates, and transcripts appropriate to the chosen level, with translations when the original was not in the programme language or Hungarian.
• A passport data page or, where permitted while awaiting a passport, a national identity document.
• Acceptance of the Statement for Application and Privacy Notice inside the online system.

The calls allowed a limited set of missing documents in defined circumstances. Applicants had to submit the required declaration by the online deadline and provide the missing item by 1 August 2026. This did not turn the process into an open-ended late-submission window: an application still had to be submitted online by the stated deadline, and the Sending Partner’s requirements could be stricter. Preparing translations and identity documents early was therefore important.

Preparation Strategy

Start with your own country. Before anything else, confirm that your country is a current partner for the level you want, and find your national sending partner’s announcement and its internal deadline. That deadline, not the Hungarian one, is usually your real constraint.

Choose programmes deliberately. You can select more than one programme choice, so use them well. Balance an ambitious first choice with realistic alternatives, and read each programme’s entry requirements, language of instruction, and any Hungarian-language study obligation before you commit.

For doctoral applicants, contact potential supervisors early. A convincing research plan and an engaged supervisor who provides an acceptance statement carry real weight, and arranging that contact takes weeks, not days.

Write a specific motivation letter. Selectors read many generic letters. Connect your background to the exact programme, name what you want to research or learn, and explain why Hungary and that university fit your plan.

Prepare for the entrance examination. Many programmes assess nominated candidates through an online exam or interview in the spring, with a passing threshold. Treat it as a real hurdle: review your field and be ready to discuss your motivation letter and, for PhDs, your research plan.

Finally, build a budget. The stipend covers modest living costs, and airfare is generally not included, so plan your travel, arrival, and first-month expenses in advance.

Common Mistakes to Avoid

• Completing only the online application and skipping the sending-partner nomination, or the reverse. Both tracks are mandatory.
• Missing your sending partner’s earlier internal deadline while watching only the Hungarian online deadline.
• Assuming your country is eligible without checking the current partner list for your specific study level.
• Choosing a Hungarian-taught programme without meeting the Hungarian language requirement, or ignoring the mandatory Hungarian-as-a-foreign-language semesters for full-time BA and MA students.
• Leaving certified translations and the medical certificate to the last week.
• For doctoral candidates, failing to secure a supervisor’s acceptance statement by the required date.
• Relying on stipend or housing figures from an old cycle rather than confirming the current amounts in the official Call for Applications.
