What the Grant Actually Pays For
The headline figure is up to €2.5 million over five years. That is the core budget, and for a shorter project it is pro-rated rather than kept whole.
On top of that, the ERC allows up to €1 million in additional funding in four specific situations: eligible start-up costs for a researcher moving from a third country to the EU or an associated country, the purchase of major equipment, access to large facilities, and other major experimental or field work costs. These are not automatic — you have to justify them in the budget section, and a reviewer who does not believe the equipment is necessary to the science will say so.
The most consequential detail for anyone currently based outside Europe: the ERC has doubled the additional funding to €2 million for Advanced Grant applicants relocating to the EU or an associated country to take up the grant. Combined with the core budget, that is a package of up to €4.5 million, explicitly designed to make a move worth making. If you are in that position, the relocation case belongs in your proposal early and concretely — which institution, what you will bring, what you will build there — not as an afterthought in the budget annex.
The standard ERC cost model covers up to 100% of eligible direct costs plus 25% of total eligible costs towards overheads. Note, though, that the 2026 Advanced Grant call is being run as a pilot using lump sum funding. Under a lump sum, you are not reporting actual costs line by line during implementation; you are paid against completed work packages. The budget you build at application stage therefore has to be defensible as a whole, and the work package structure carries more weight than it does under an actual-cost grant. Who the Advanced Grant Is For
The ERC’s own wording is worth quoting rather than paraphrasing: applicants “are expected to be active researchers who have a track-record of significant research achievements,” and “should be exceptional leaders in terms of originality and significance of their research contributions.” It then states plainly that “no specific eligibility criteria with respect to the academic requirements are foreseen.”
That combination catches people out in both directions. There is no time-since-PhD window as there is for Starting Grants (up to 10 years) and Consolidator Grants (5 to 15 years), so nobody is disqualified by seniority. But the absence of a formal gate is not leniency — it moves the entire question into the hands of the panel, which will read your last ten years of output and decide whether you are one of the leading figures in your area. The scheme is not intended for a good mid-career researcher who has simply aged out of the Consolidator window.
Two practical signals that you are in range: your recent work is cited as a reference point by people who do not know you, and you can point to a body of results that changed how a question is approached rather than adding increments to it. If your strongest argument is volume of output, this is likely not yet your scheme.
The project itself must be single-investigator. You are the principal investigator, you apply through one host institution, and you may then employ team members of any nationality — including one or more located outside Europe. That flexibility on team composition is real and underused.
Host Institution Rules
Research must be carried out at a public or private research organisation — the ERC calls it the Host Institution — located in an EU Member State or a country associated to Horizon Europe. The United Kingdom is associated to Horizon Europe following the political agreement between the European Commission and the UK, so UK-based researchers and UK host institutions are in scope.
Crucially, you do not need to be employed by the host institution when you submit. What you need is a mutual agreement and commitment if the proposal is funded. This is what makes the ERC Advanced Grant a genuine relocation instrument rather than a reward for people who already have the right address. In practice you should still open the conversation with the prospective host well before the deadline, because the institution has to sign off on the application in the portal and confirm that it will give you the conditions to lead the research independently and manage the funding.
The independence requirement is not decorative. The host has to offer conditions under which you lead the project — not a department head, not a consortium. If your intended arrangement looks like you would be a senior member of someone else’s programme, that is a structural problem with the application, not a wording problem.
How Competitive This Is
The 2025 Advanced Grant round gives a clear picture. The ERC received 3,329 proposals, 31% more than the previous year and 82% more than the year before that. It funded 319 researchers with €838 million, a success rate of roughly 9.6%. Applications were heaviest in Physical Sciences and Engineering (1,341), followed by Social Sciences and Humanities (1,013) and Life Sciences (975). Women submitted 840 proposals, 25.2% of the total — a higher share than in either of the two preceding years. Successful researchers represented more than 30 nationalities.
Reporting on the 2026 call puts its indicative budget at around €747 million with roughly 294 grants expected. Treat those figures as planning estimates from the work programme rather than a guarantee; the authoritative number is whatever appears in the ERC Work Programme 2026 and the eventual results announcement.
A single-digit success rate against a field of established leaders means that a proposal which is merely well-written and well-founded will not be funded. The panels are choosing among projects that are all credible.
The Evaluation Process
Proposals are assessed by international peer reviewers on the basis of excellence as the sole criterion, applied to the research project and the principal investigator in conjunction. There is no separate scoring of impact, dissemination, or consortium quality — the things that dominate collaborative Horizon Europe proposals are simply not what is being scored here.
Every call uses 28 panels, each covering a sub-section of one of three domains: Life Sciences (LS), Physical and Engineering Sciences (PE), and Social Sciences and Humanities (SH). Each panel has a chair and 10 to 16 members, selected by the ERC Scientific Council on scientific reputation. Panel members act as generalists; specialised assessment comes from remote referees external to the panel. Panel chairs’ names are published before the deadline, members’ names only after evaluation concludes. Evaluation runs in two steps. Proposals that survive Step 1 go to a Step 2 panel meeting that includes an interview with the applicant. Plan your next twelve months on the assumption that you will not have an answer before mid-2027, and note the asymmetry at the front: if you are invited to interview you will know in late 2026, but a rejection at Step 1 is communicated in late January 2027 — after the interview invitations have gone out.
The Blocking Rules That Can Cost You Two Years
The ERC operates restrictions that catch applicants who treat a submission as a free option.
A low score at Step 1 carries a resubmission ban. For rejected Starting, Consolidator and Advanced Grant applications, a score of C at Step 1 restricts you for two consecutive deadlines, and a score of B at Step 1 restricts you for one. The ERC has additionally announced stricter rules for the 2027 calls: applicants who received a C at Step 1 in a main grant call in 2024, 2025 or 2026, or a B at Step 1 in 2025 or 2026, cannot apply to any 2027 ERC main grant call.
Alongside that, applicants may have only one proposal under evaluation at any time across ERC main grant calls (Proof of Concept is excepted), and may make at most one submission per work programme cycle. The Scientific Council has been direct about the reasoning: research ideas should be sufficiently mature before submission.
The implication is straightforward. Submitting a half-finished proposal to “test the water” is the single most expensive mistake available in this scheme. Preparing a Competitive Proposal
Start from the idea, not the format. Panels are reading for a question whose answer would matter regardless of who asked it. If your project reads as the natural continuation of your last grant, it will score as competent and lose to something riskier.
Make the track record do argumentative work. Your CV and achievements section is not a list; it is the evidence that you specifically can deliver this project. Connect the two explicitly — the technique you developed, the dataset you assembled, the theoretical move you made that the proposed work builds on.
Write B1 for a generalist and B2 for a specialist. Panel members are generalists within a domain and will decide on the extended synopsis whether your proposal advances. Remote referees supply the specialist scrutiny. Both documents must work for their actual reader.
Address risk directly. The ERC funds high-risk, high-gain research, which means panels expect risk to be named and managed, not hidden. A proposal with no acknowledged failure mode reads as either unambitious or unexamined.

- Treating it as a bigger Consolidator Grant. The Advanced Grant asks what you would do with the freedom, not what your programme needs next.
- Under-justifying the additional funding. The extra €1 million (or €2 million on relocation) requires a specific case tied to specific research needs.
- Picking the wrong panel. Panel choice determines who generalist-reviews you. Look at the published chairs and at previously funded projects in each panel before deciding.
- A thin Ethics Self-Assessment. It will not sink a proposal at evaluation, but it will slow down grant preparation, and vague answers invite a full ethics assessment.
- Leaving the host institution agreement late. Portal sign-off is administrative, but it is a real dependency with a real person on the other end.
